The program will be held from July 5 to August 1, 2025, with 800 volunteers expected to be recruited(OCAC reserves the right to adjust the number of volunteers according to the actual numbers needed by domestic schools)
*APPLICATION ELIGIBILITY
1."Compatriot youth":
(1)Applicants should hold an i-Compatriot Card when applying for the program. Applicants must be in the 11th grade or above at the time of application and between the ages of 17 before November 30, 2025 and 25 before July 5, 2025 (Only those born from July 6, 2000 to November 30, 2008 are eligible, as shown on passport).

(2)Applicants should live in an English speaking country (those not living in an English speaking country must be an English native speaker or provide proof of achieving higher than CEFR B2 level). Applicants must have basic communication skills in Mandarin.
(3)Applicants who apply for this program as of Hakka origin must be recommended by Hakka association or groups in their place of overseas residence, and note their Hakka ancestral place in Taiwan when applying.
(4)Applicants who have previously participated in the English Teaching Volunteer Service Program can apply again; however those who have never participated in this program will be given the priority for admission in the program.(If there are still places, those who have previously participated will be admitted on a merit-based basis)
2."Students recommended by the Taiwan Centers for Mandarin Learning (TCML) and Taiwanese Mandarin Teachers teaching in mainstream schools in European and American countries":
(1)Applicants are not required to possess the i-Compatriot Card, and the qualification are aligned with those of the above "Compatriot youth".
(2)Applicants recommended by TCML have to submit the recommendation letter(in Chinese) provided by the teacher.
(3)Each Taiwanese Mandarin Teacher teaching in European and American mainstream schools are able to recommend 2 students, and the students must adhere the recommendation letter(in Chinese) when applying for the program.
*The recommendation letter has to be sent to OCAC's email: ocactree@ocac.gov.tw by the teacher.
*APPLICATION PROCEDURE
1.Application period: from November 25th ,2024 until March 10th , 2025 (Taiwan Standard Time, GMT+8).
2.Please apply for the program on the OCAC activity registration website(https://register.ocac.gov.tw/cht/index.php?/sign/2025summer) and upload the following documents as e-files to the “document submission” column of the registration system.
(1)Program Rules signed by the applicant and his/her parents. (Please sign in block letters in Chinese or English)
(2)A photocopy of the passport or permanent residence certificate of the country of residence.
(3)Self-introduction (please highlight personal characteristics and aptitudes, such as leadership in club activities, experience in teamwork and group life, education or teaching and social work expertise, experience and background), and attach a 1.5-inch bust photo taken within the last 6 months.
(4)Volunteer service certificate, proof of employment or supporting materials for important achievements, honors, deeds and qualifications (if none, not mandatory).
(5)One copy of official results transcripts including all semester grades or evaluation results of off-campus learning above Grade 9 (and apply for another copy for backup).
(6)Those not living in an English speaking country must be an English native speaker or provide proof of achieving higher than CEFR B2 level.
(7)Recommendation letter from teachers (Compatriot youth applicants are not required).
3.Admission notification will be posted on OCAC official website(www.ocac.gov.tw) before April 5, 2025. The accepted applicants should confirm attendance online(Check-in Area for Admitted Volunteers of English Teaching Volunteer Service for Overseas Youth 2025) and provide arrival flight information with a copy of purchased airline ticket, Health Certificate(Annex 1), the digital certificate system privacy statement and authorization letter for the collection and processing of personal information signed by the applicant(Annex 2, parent signature not required for those over 18 years old), a consent form for portrait rights(Annex 3), a letter of authorization for copyright property rights signed by the applicant and his/her parents (Annex4, parent signature not required for those over 18 years old) and photocopy of medical insurance certificate(medical insurance that better covers overseas medical benefits) before April 30, 2025 (Taiwan Standard Time, GMT+8). Failure to reply or upload the aforementioned materials on time will be regarded as having given up the right to participate.(Annex 1-4 can be downloaded on OCAC’s official website of English Teaching Volunteer Service Program for Overseas Youth. *ACTIVITY CONTENTS
1.First week: English training skill enhancement.
2.Second and Third week: Each participant will teach English at a junior high school or elementary school in Taiwan (Teaching time will be 8 hours a day Monday to Friday).
3.Forth week(5-day): Taiwan cultural visits.
*PROGRAM FEES
1.For the entire duration of the program, the sponsors will pay for meals, accommodation, group transportation in Taiwan and administration expenses. The sponsors will also provide NT$4,000,000 casualty(accident) insurance and NT$400,000 accident medical insurance.
2.The participant must pay the following expenses:
(1)Round-trip air fares from the country of residence to Taiwan.
(2)Personal medical expenses.
(3)Accommodation, transportation and other expenses if the participant arrives earlier or leaves later.
(4)Other personal expenses.
*VISA
The participant must have a passport with more than six months validity to be allowed entry into Taiwan. Visa Exempt Entry and Landing Visa are NOT applicable for any stay over 90 days. The participant should contact the nearest R.O.C. (Taiwan) Embassy, Mission or Cultural Office beforehand to apply for a suitable visa if they intend to stay for longer than 30 days. The OCAC and program organizer shall not be held responsible for any inconvenience caused if the participant’s visa expires.
*RIGHTS AND OBLIGATIONS
1. During the program, accommodation is based on the principle of 4-6 people sharing 1 room.
2.This program is international volunteer service, not a pleasure visit. During the teaching service period, volunteers are not allowed to choose school freely, and the school to which volunteers are allocated may be remote or lack teaching resources and the living environment may be of a lower level than in the city. We hope volunteers can have an in-depth experience and merge into local life through teaching service and hope they can establish a correct understanding of volunteer service.
3.The OCAC reserves the right to review, admit and allocate volunteers; after an admitted volunteer is allocated to a school, no request for change of school will be accepted.
4.All those enrolled and taking part in service must complete English teaching program service unless this is prevented by health reasons or force majeure. Those who complete the full 3-week program and who have not violated the rules of the undertaking unit or the school where they volunteered will be given an 80-hour English-Chinese service certificate.
5.Volunteers are required to abide by the Program Regulations, please read them carefully before applying.
* For any doubts about registration, the Chinese prospectus shall take precedence.
*It is recommended to use a personal computer(desktop) for registration to avoid situations where the use of a mobile phone or tablet may cause incomplete data transmission.

Introduction and Application Bulletin
I.Purpose of the Activity:
To assist overseas compatriot and Taiwanese businesses in achieving net-zero transformation and to guide the food manufacturing industry toward low-carbon production and sustainable development, the Overseas Community Affairs Council (OCAC) aims to strengthen the international competitiveness of Taiwan’s food industry and foster connections with key industries domestically and internationally. This program invites overseas compatriot and Taiwanese entrepreneurs currently engaged in, or interested in promoting, low-carbon transformation in the food sector to return to Taiwan for training activities. Aligning with the global low-carbon trend in the food industry, participants will explore sustainable business practices and innovations. Through the integration of industry, government, and academia—blending theory with practice—the program will cover areas such as supply chain optimization and food safety management solutions. The goal is to explore food industry sustainable operation and innovation to achieve low-carbon transformation, enhanced operational competitiveness, and sustainable development objectives.
II. Date and Content of the Progtam:
April 21st (Monday), 2025 – April 25th (Friday), 2025. The Program will take place over a 5-day 4-night period.
Agenda:(Below is only a tentative agenda, the final agenda shall be announced upon final approval.
The Program will take place over a 5-day, 4-night period, and will include visits to research and development institutions or trade associations, professional courses, corporate site visits, and a tour of the “2035 E-Mobility Taiwan”, among other activities.
III. Eligibility and number of participants:
(1) Eligibility
1. Applicants should possess Mandarin communication skills and be engaged in industries such as food processing, agricultural product processing, or catering, which contribute to the low-carbon transformation goals of the food industry, in their place of residence. Individuals interested in investing in or capable of supporting the expansion of Taiwan’s related industries into overseas markets are also welcome.
2. Those who hold i-Compatriot Card or agree to apply for a i-Compatriot Card.
3. Priority will be given to personnel from related overseas compatriot businesses who have not participated in the OCAC's economic and trade courses or visiting groups (observation programs) in the past two years.
(2) Number of participants: 30, if there are fewer than 10 registrants the program will not be held.
IV.Registration time and method:
(1) Registration Period: until 24:00 am on April 21, 2025 (Taiwan Time). Late registrations and waitlist requests will not be accepted.
(2) Registration Method:
1. This program uses the OCAC's “Overseas Compatriot Affairs Activity Registration System.” All applicants must complete the registration process via the system (website: https://register.ocac.gov.tw) before the registration deadline. Applications will be initially reviewed and recommended by the OCAC’s overseas service stations. Final approval will be conducted by the OCAC. For applicants residing in areas without OCAC representatives, the OCAC will conduct the review directly. Admission results will be sent via email in early May. Admission results will also be sent to the relevant overseas missions or Culture Centers for further notification of applicants.
2. For all the personal data of participants, the OCAC will handle its collection, processing, and utilization in accordance with regulations stipulated in Article 8 of the Personal Data Protection Act. Please read the notice items carefully and check the boxes to indicate your consent so as to facilitate smooth registration.
3. To streamline the registration process, personal information will be automatically populated when using an i-Compatriot Card account to register (including Mandarin and English names, date of birth, gender, email address, i-Compatriot Card number, and country of residence). Registrants who do not log in with their i-Compatriot Card account must ensure that the i-Compatriot Card number is entered correctly. For those who have not yet applied for an i-Compatriot Card, please check the box indicating your agreement to apply. The OCAC will process and issue the card based on the registration information provided.
4. When registering, please provide an email address that you use regularly and can receive emails without issue, to ensure you receive the admission notification and related registration information.
V. Program expenses bearing:
(1)The OCAC will cover the costs of courses, lunch and dinner (excluding dinner on June 27), four nights of accommodation during the study period, group transportation, visits, insurance, and venue fees.
(2) Self-paid expenses
1. Round-trip airfare and other transportation fees between residence and Taiwan, transportation to and from the check-in site, as well as other personal expenses.
2. During the program, accommodations will be arranged on a double-occupancy basis. Participants who require a single room must cover the additional cost. Requests for early check-in or late check-out must be made in advance and will be subject to hotel availability. Any related expenses will be the responsibility of the participant.
3. During the program, participants will be covered by a NT$2,000,000 travel safety or accident insurance, with an additional 10% accident medical coverage. If participants consider this coverage insufficient, they may choose to increase the coverage limit as desired. If a participant require medical treatment while in Taiwan, he or she is responsible for all related medical expenses.
VI. Certificate issuance:
If the student's request for leave (including absence) during the study period does not exceed one-fifth of the total course hours, and if the request for leave is made in advance and approved by the OCAC, a completion certificate will be issued.
VII. Matters for attention:
(1) Registration is limited to only 1 person from each household or company; to retain the discipline of this program, companions (including family members and assistants) are not permitted.
(2) Applicants will obtain program eligibility only after receiving official notification and completing the confirmation of registration and check-in procedures with the organizer.
(3) This program is intensive. Registrants are advised to consider their own health and physical condition to avoid excess fatigue impacting study. Full participation throughout the program is required to avoid waste of training resources. Unless with special reasons approved by the OCAC, trainees should not leave the program without authorization. Those who cannot participate in the full program should not register.
(4) Registrants are advised to not purchase air travel tickets until they have received official confirmation of acceptance. If any suspected symptoms of communicable diseases are experienced before check-in or during the program, please inform the OCAC or staff members immediately and cease participation, to safeguard the health of others.
(5) The OCAC reserves the right to interpret any matters not covered above.

*Purpose:
Digital and green industry transformation are key priorities of the government's current policy. The OCAC remains committed to helping overseas Taiwanese businesses implement environmental initiatives and enhance operational efficiency by connecting with leading industries both domestically and internationally. To this end, we invite overseas Taiwanese businesses seeking to achieve digital transformation and smart marketing goals to return to Taiwan for training programs. These programs aim to support overseas Taiwanese enterprises adapt to global industry trends and strengthen their competitiveness.
*Date and agenda:
1.May 19th (Monday), 2025 – May 23rd (Friday), 2025.
2.Agenda :
The Program will take place over a 5-day, 4-night period, and will include professional courses, corporate site visits, and a tour of the “COMPUTEX 2025”.
(Below is only a tentative agenda, the final agenda shall be announced upon final approval. The OCAC reserves the right to adjust the tentative agenda according to actual implementations.)
*Applicant eligibility and recruitment quota:
Applicant eligibility:
1.Applicants should be proficient in Mandarin communication and currently engaged in manufacturing, business, or other industries in their country of residence that support digital transformation and
smart marketing goals. Applicants should also be interested in investing and assisting in related industries in Taiwan to achieve digital transformation and smart marketing objectives, with the aim of expanding into
global markets.
2.Applicants with i-Compatriot cards or applicants who agree to apply for an i-Compatriot card during this Program.
3.Priority will be given to professionals working in overseas Taiwanese businesses and those who have not participated in OCAC's economic and trade training workshops or visiting delegations (including invitation
and observation tours) in the past two years.
Recruitment quota:a total of 30 applicants is expected to be recruited. In the case of less than 10 applicants, the Program shall be canceled.
*Application deadline and method:
1.Application deadline: April 7, 2025, 23:59AM (GMT+8/Taiwan Time). Applications and waitlist requests submitted after the deadline will not be accepted.

conducted by OCAC overseas offices or Culture Centers, followed by a final review by the OCAC (for applicants residing in regions without OCAC overseas representatives, the OCAC will directly review their applications).
The results will be announced via email in late April, and the accepted applicant list will also be sent to the respective overseas offices or Culture Centers for notification.
B. For all the personal data of the Program's participants, the OCAC shall handle its collection, processing, and utilization in accordance with regulations stipulated in Article 8 of the Personal Data Protection Act. Please

D.When filling out registrations, please provide a frequently used and reliable email address that can properly receive messages. This will ensure you receive both the notification of your registration result and the online
check-in information.
*Coverage of Expenses:
1.The OCAC shall bear expenses for trainees’ courses, lunches and dinners (excluding dinner on May 23rd), accommodations for the four nights of the Program, group transportation, site visits, insurance, and venue fees
throughout the Program period.
2.Trainees shall bear expenses for:
A. Round-trip airfare from their residing country to Taiwan, and for the round-trip transportation arrangements from airport to hotel before and after the set Program agenda.
B. Accommodation arrangements for the program period will be based on a two-person-per-room setup. Participants who wish to request a single room will need to cover the additional costs. Requests for early check-in
or late check-out must be made in advance and will depend on the hotel's availability. Any related expenses will be borne by the participant.
C.Each trainee will be provided with travel or accident insurance of NT$ 2 million, along with an additional 10% accident medical insurance. Trainees who find this coverage insufficient may add on to that policy at their own
expense if deemed necessary. In the event of illness or the need for medical treatment during their stay in Taiwan, trainees will be responsible for their own medical expenses.
*Certificate of Completion: Trainees who take leave (including absences) not exceeding 1/5 of the total course hours and have notified the OCAC and received approval will be issued a Certificate of Completion for this
Program.
*Reminders:
1.Only one person per family or company shall apply for the Program, and to maintain the quality of the Program, no additional persons (including dependents or assistants) should be allowed to accompany the trainees.
2.Upon being notified of acceptance into the Program, trainees must first adhere to the OCAC rules on “confirming with the organizing unit on registration and acceptance”; only when the confirmation has been made
are trainees eligible for the Program.
3.The Program is packed with activities and may be overwhelming, please assess your personal health and physical conditions before application. In order to avoid wasting any training resources, we request trainees to
attend the Program in its entirety, unless otherwise allowed by the OCAC for special reasons, trainees may not leave group activities. Please do not apply if you are unable to participate throughout the entire course of the
Program.
4. Please do not purchase your round-trip tickets until you have received the confirmation of acceptance. In addition, if trainees exhibit suspected symptoms of statutory infectious diseases or other discomfort either before
or during the Program period, please promptly inform the OCAC or the organizing staff and cease participation in all activities to safeguard the health and wellbeing of other trainees.

Admission Introduction
1.Objectives:
To enhance the knowledge and understanding of Taiwan’s development situation and to promote interaction between young people in Taiwan and participants from overseas so the latter become a new force in their overseas compatriot societies when they return home, to promote exchange and contacts between Taiwan and their home countries.
2.Activity period: each session lasts 2 weeks
(1)Southern Hemisphere session: Jan 7-20 ,2025(Event completed).
(2)Philippines session: June 14-27,2025.
(3)Indonesia session: June 22-July 5,2025.
(4)Eurasian and Canada session: August 1-14 ,2025.
(5)Southern Hemisphere and Asia session: December 21,2025-January 3,2026
3.Eligibility:
(1)Young people aged 16 to under 25 (as shown on passport), age calculated to the
start date of the session enrolled for, currently residing outside of Taiwan, in good academic standing and health, holding an I-Compatriot Card, holding a passport of country of residence or Overseas Compatriot Identity Endorsement, adaptable to group life during the study program, are willing to share images and videos on their own social media during the study program and of Chinese/Taiwanese descent are eligible to apply.
(2)Non overseas compatriot or foreign students of Taiwan Centers for Mandarin
Learning (TCML) and overseas mainstream school.
TCML can recommend any ethnicity under the age of 25 (recommendation letter from a teacher must be submitted when registering).
Taiwanese Mandarin teachers in mainstream schools in Europe can recommend two young people of any ethnicity who meet the age requirement for participation (recommendation letter from a teacher must be submitted when registering).
4.Activities:
(1)National situation and culture courses: national situation, economy, education,
life in Taiwan and culture.
(2)Tours of government, economic, and cultural institutions: Visits to the Office
of the President, museums, cultural parks and creative industry parks.
(3)Industry visits: Visits Trusted Industry Sectors, namely semiconductors, AI,
military, security and surveillance, and next-generation communications
(4)Visits to Taiwan's ecological environment, national parks, historical monuments,
and distinctive scenic spots.
(5)Visit to university campuses and interaction with students.
(6)Social media marketing course.
5.Registration procedure and time limit:
(1)The registration period for each session:
1.) Southern Hemisphere session: August 1 until November 15, 2024 or all places
are taken.
2.) Philippines session: February 1 until May 3, 2025 or all places are taken.
3.) Indonesia session: February 8 until May 10, 2025 or all places are taken.
4.) Eurasian and Canada session: April 1 until July 5, 2025or all places are
taken.
5.) Southern Hemisphere and Asia session: March until November 1, 2025 or all
places are taken.

2.) Applicant registration information will be reviewed in two stages; in the first stage, initial review will be conducted by an ROC overseas unit (in places without OCAC staff, initial review will be conducted by the OCAC directly). Stage 2 review will be conducted by the OCAC with review carried out in order of registration. ROC overseas missions and culture centers will regularly be informed of the review results and they will also be posted on the OCAC Activity Registration System.
(3)Entry visa: Applicants should submit all documents required and apply for their
own Taiwan entry visa.

7.Registration

(2)At time of registration, the participant shall pay the self-paid amount due,
hand over their passport, and receive their participant ID card, participant handbook, and dormitory room assignment.

Paid by the participant:
Self-paid fee: NT$ 17,400/person, to be paid to the undertaking unit on registration. No refund for early withdrawal.
Personal return air ticket, visa fee, luggage transportation fee, spending money and personal expenditure.
Fee for medical insurance taken out in country of residence Personal medical fees, compensation for damage caused through personal factor (parents bear joint responsibility) during the activity.
Accommodation and other expenses arising from early arrival in or delayed departure from Taiwan.
Fees subsidized by the OCAC: NT$11,600/person, including teaching, teaching material, visits, food and accommodation, transportation, administration andother expenses.
8.Important Notices:
(1)During the program, the participants must abide by all rules and regulations and comply with group disciplinary rules. Serious violations can result in expulsion by the OCAC, to which participant and parents should not object to, nor should return of expenses for joining this program that have already been paid be demanded.
(2)The participants must arrange for medical insurance in their country of residence prior to arrival. Should medical treatment be necessary for the participant during the program for a sudden illness or recurrence of chronic symptoms, any related medical fees shall be paid by the participant(s); neither the participants nor their parents may make any claim for compensation to OCAC or the undertaking unit
(3)Those with special medical conditions (such as heart disease, cerebrovascular
disease, diabetes, mental illness, epilepsy, infectious disease, or pregnancy) that might affect normal participation should not enroll for the program. Otherwise, the participants will be solely responsible for any incidents arising from preexisting health conditions and there will be no connection to the organizer or undertaking unit.
(4)Those with a prior record of drug abuse, criminal activity, or bad behavior will not be allowed to enroll.
(5)The participants’ luggage should be simple and easy to carry and should not contain any banned articles or products made from protected animal species; please adhere to customs regulations.
(6)Each participant should arrive in Taiwan and depart on the stipulated date. All expenses for early arrival or late departure caused by seat or other factors shall be borne by the participants.
(7)After the activity ends and the participants should return to their place of residence, they cannot, for any reason, apply to remain to in Taiwan for further study or live as an overseas compatriot student or overseas student.

Admission Introduction
1.Objectives:
To enhance the knowledge and understanding of Taiwan’s development situation and to promote interaction between young people in Taiwan and participants from overseas so the latter become a new force in their overseas compatriot societies when they return home, to promote exchange and contacts between Taiwan and their home countries.
2.Activity period: each session lasts 2 weeks
(1)Southern Hemisphere session: Jan 7-20 ,2025(Event completed).
(2)Philippines session: June 14-27,2025.
(3)Indonesia session: June 22-July 5,2025.
(4)Eurasian and Canada session: August 1-14 ,2025.
(5)Southern Hemisphere and Asia session: December 16-29,2025.
3.Eligibility:
(1)Young people aged 16 to under 25 (as shown on passport), age calculated to the
start date of the session enrolled for, currently residing outside of Taiwan, in good academic standing and health, holding an I-Compatriot Card, holding a passport of country of residence or Overseas Compatriot Identity Endorsement, adaptable to group life during the study program, are willing to share images and videos on their own social media during the study program and of Chinese/Taiwanese descent are eligible to apply.
(2)Non overseas compatriot or foreign students of Taiwan Centers for Mandarin
Learning (TCML) and overseas mainstream school.
TCML can recommend any ethnicity under the age of 25 (recommendation letter from a teacher must be submitted when registering).
Taiwanese Mandarin teachers in mainstream schools in Europe can recommend two young people of any ethnicity who meet the age requirement for participation (recommendation letter from a teacher must be submitted when registering).
4.Activities:
(1)National situation and culture courses: national situation, economy, education,
life in Taiwan and culture.
(2)Tours of government, economic, and cultural institutions: Visits to the Office
of the President, museums, cultural parks and creative industry parks.
(3)Industry visits: Visits Trusted Industry Sectors, namely semiconductors, AI,
military, security and surveillance, and next-generation communications
(4)Visits to Taiwan's ecological environment, national parks, historical monuments,
and distinctive scenic spots.
(5)Visit to university campuses and interaction with students.
(6)Social media marketing course.
5.Registration procedure and time limit:

7.Registration

Self-paid fee: NT$ 17,400/person, to be paid to the undertaking unit on registration. No refund for early withdrawal.
Personal return air ticket, visa fee, luggage transportation fee, spending money and personal expenditure.

8.Important Notices:
(1)During the program, the participants must abide by all rules and regulations and comply with group disciplinary rules. Serious violations can result in expulsion by the OCAC, to which participant and parents should not object to, nor should return of expenses for joining this program that have already been paid be demanded.
(2)The participants must arrange for medical insurance in their country of residence prior to arrival. Should medical treatment be necessary for the participant during the program for a sudden illness or recurrence of chronic symptoms, any related medical fees shall be paid by the participant(s); neither the participants nor their parents may make any claim for compensation to OCAC or the undertaking unit
(3)Those with special medical conditions (such as heart disease, cerebrovascular
disease, diabetes, mental illness, epilepsy, infectious disease, or pregnancy) that might affect normal participation should not enroll for the program. Otherwise, the participants will be solely responsible for any incidents arising from preexisting health conditions and there will be no connection to the organizer or undertaking unit.
(4)Those with a prior record of drug abuse, criminal activity, or bad behavior will not be allowed to enroll.
(5)The participants’ luggage should be simple and easy to carry and should not contain any banned articles or products made from protected animal species; please adhere to customs regulations.
(6)Each participant should arrive in Taiwan and depart on the stipulated date. All expenses for early arrival or late departure caused by seat or other factors shall be borne by the participants.
(7)After the activity ends and the participants should return to their place of residence, they cannot, for any reason, apply to remain to in Taiwan for further study or live as an overseas compatriot student or overseas student.

2025 OCAC Language Study Program for Compatriot Youth - Global Program (Summer Class 1)

1. Objective
The Overseas Community Affairs Council (OCAC) aims to enhance the Mandarin language skills of overseas compatriot youth who is going to continue the education in Taiwan or have registered for the 2025 Academic Year Industry-Academia Collaboration Overseas Youth Vocational Training Program (OYVTP) Bachelor Degree or 3+4 Vocational Education Program for Overseas Compatriot Students. The OCAC Language Study Program is designed to improve the overall language proficiency of the students, including listening, speaking, reading, writing, and text input skills. Such language improvement will enhance adaptability to studying and living in Taiwan while deepening understanding of Taiwan’s diverse culture.

4. Eligibility
(1) Overseas compatriot youth must meet the following criteria:
A. The overseas compatriot youth must be at least 14 years old to under 18 years old (as determined by the date of birth on the passport, with age calculated as of the program's start date).
B. Currently resides overseas and holds a passport issued by the country of residence, or a R.O.C., TAIWAN passport with Overseas Compatriot Identity Endorsement.
C. Holds the “i Compatriot Card” issued by the OCAC.

E. Priority is given to those with supporting documents that demonstrates one’s application to the 2025 Academic Year Industry-Academia Collaboration OYVTP Bachelor Degree Program or the 3+4 Vocational Education Program.
(2) Global Program are for students who are not overseas compatriots but study in one of the Taiwan Center for Mandarin Learning (TCML) or in regular schools in Europe and the United States if they meet the following criteria:
A. Teenagers must be at least 14 years old to under 18 years old (as determined by the date of birth on the passport, with age calculated as of the program's start date).
B. Currently resides overseas and holds a passport issued by the country of residence.
C. Demonstrates a strong willingness to learn Mandarin, capable of basic self-care and able to adapt to group living.
D. A recommendation letter from a teacher at a TCML or a regular school in Europe and the United States. A Taiwanese Mandarin teacher at a regular European or American school can provide recommendation letters for two applicants.
5. Application Procedure
(1) Application Process: From January 1 to March 14, 2025 (Taiwan time); once the slots are filled, application will close early.
(2) Application Method: Please register online before the deadline at http://register.ocac.gov.tw/.
(3) Required Documents:
A. Application Form (see Annexes 1) along with a recent 1.5-inch bust photo taken within the last 6 months.
B. Copies of a valid passport of the country of residence, or a valid R.O.C., TAIWAN passport and the page of Overseas Compatriot Identity Endorsement.
C. Health Check Certificate signed and annotated as qualified by a physician (see Annexes 2).
D. Supporting application documents for the Industry-Academia Collaboration OYVTP (Bachelor’s Degree) or a 3+4 Vocational Education Program (if applicable).
E. A recommendation letter from a teacher (compatriot youth applicants are not required).
The new version of Application Form has combined the "Enrollment Agreement" and "Image Consent Form". If applicants use the new version of Application Form, please upload the new version of Applicaiton Form again to the "Enrollment Agreement" and "Image Consent Form" fields.
(4) Registration is deemed to have read and agreed to this admission guidelines and the notification regarding gathering, handling and using personal information of participants (see Annexes 5).
6. Application Review Process
The application documents will be reviewed by Taiwan overseas embassies and OCAC Cultural Center during the first stage (if OCAC does not have officers stationed in the region, the preliminary review will be handled by our OCAC officers assigned to oversee that region). The OCAC will then conduct the second stage review. The final admission results will be communicated through our overseas embassies and OCAC Cultural Centers.
7.Passport and Visa Requirements
The participant’s passport must be valid for at least six months to be approved for entry into Taiwan. The duration of visa-exempt stays varies by nationality. If you plan to stay beyond the visa-exempt period (such as staying over 30 to 90 days), you cannot use the visa-free entry or landing visa, and must apply for an appropriate visa before arrival at our overseas embassy or consulate. Otherwise, the organizer will not be held responsible if the stay cannot be extended.
8. Enrollment
(1) Date: Please follow the instructions provided in your acceptance notification. If you need to delay your enrollment, obtain prior approval from the registration offices; extensions are generally limited to three days.
(2) Location: Refer to the acceptance notification for details.
(3) Upon Enrollment: Participants are required to pay their portion of the fees and a security deposit, and will receive their participant ID card and accommodation details.
(4) Fees: The total cost is NT$38,800 per person; participants pay NT$23,800, with NT$15,000 subsidized by the OCAC.
9. Course Content
(1) Mandarin courses: A series of intensive Mandarin-learning lessons help participants progressively improve their listening, speaking, reading, and writing skills.
(2) Text input and Internet application courses: The classes use OCAC “Huayuworld” (www.huayuworld.org) resources and activities, allowing students to learn Mandarin and computer input methods through class activities.
(3) Cultural courses: The classes focus on exploring traditional Chinese culture, Taiwan's diverse cultural heritage, and folk arts. Through various hands-on activities, both active and passive, participants gain in-depth personal experiences.
(4) School Visits and Youth Seminars: Participants will visit one domestic university and one technical or vocational institution that hosts the specialized OCAC programs for overseas compatriot students (including the 3+4 Vocational Education Program for Overseas Compatriot Student, and Overseas Youths Vocational Training Program for 2-Year associate degree and 4-Year bachelor’s degree). The participants will visit two schools in total (only one school for participants at the Global Program (Summer Class 1)). The visits will introduce Taiwanese higher education and technical-vocational education, including experience-based activities, and provide opportunities for participants to engage in discussions with students at the host schools.
(5) Evening Activities: Flexibly arranged sessions such as self-study, tutoring, and group recreational activities.
(6) Others: Nearby excursions and a 3-day-and-2-night graduation trip.
10. Program Features
(1) Intensive courses from Monday to Friday, at least six hours a day.
(2) Classes are divided by the participants’ Mandarin proficiency level, ranging from 10 to 16 students. Class exercise and homework are provided to help participants better grasp the language.
(3) Cultural Courses and Visits: These activities allow participants to experience Taiwanese culture and expand their vocabulary in Mandarin across different contexts. Participants can also take home their hands-on projects as souvenirs.
(4) Meals and Accommodation: During the program, participants are provided with three meals daily featuring Taiwanese flavors with balanced nutrition. Dormitories accommodate 4 to 6 participants per room, fostering interaction among participants from different regions and building lasting friendships.
(5) Dormitory Facilities: Dorms are equipped with air conditioning, designated spaces for recreational and fitness activities, and self-service laundry facilities.
(6) Off-Campus Stays: All participants must provide prior written consent from their parents or designated guardians to stay overnight off-campus.
11. Notifications
(1) The organizer reserves the right to decide whether to proceed with the program based on various factors. If the program is canceled, applicants will be notified separately. However, costs incurred by applicants, such as airfare, will not be reimbursed.
(2) This program provides accident or travel insurance for participants. However, participants must arrange their own personal medical insurance before departure. Should any pre-existing conditions recur or medical emergencies arise during the program, participants are responsible for all related medical expenses. Neither participants nor their guardians may file any claims against the OCAC or the executing agencies.
(3) The program involves group living, dynamic activities, and off-site trips. Participants will share accommodations and cannot request or pay extra for room changes, private rooms, or additional beds for companions. Special accommodations cannot be provided. Those with medical conditions or symptoms that may significantly impact themselves or others—such as heart disease, cerebrovascular conditions, diabetes, infectious diseases, recent major surgeries, pregnancy, epilepsy, or mental disorders—are advised to carefully evaluate their situation before registering. Participation is not recommended in such cases.
(4) Participants are expected to follow national laws and program regulations, including the regulations of the OCAC Language Study Program for Compatriot Youth. In cases of legal violations, severe misconduct, or situations warranting dismissal, the organizer may expel the participant without refunding program fees.
(5) Participants who achieve a passing grade of 70 (out of 100), do not miss more than 20% of the total course hours (excluding government or hospital-imposed quarantine measures), and complete placement and final tests will receive a completion certificate in Mandarin and English. The certificate will also indicate the total hours of Mandarin language learning.
(6) In accordance with Taiwan’s Tobacco Hazards Prevention Act and to protect the physical and mental health of minors, participants are strictly prohibited from smoking or drinking at the program site, including dormitory areas. Violations will be subject to strict disciplinary action in line with relevant regulations.
(7) In line with Taiwan’s environmental policies to reduce waste, participants are encouraged to bring their own eco-friendly utensils, water bottles/cups, combs, toothbrushes, toothpaste, razors, shaving cream, shower caps, slippers, and other personal items.
(8) If classes are canceled due to natural disasters (e.g., typhoons), such cancellations are considered force majeure, and make-up classes or refunds will not be provided. Similarly, participants who withdraw early, take leave, or miss activities for personal reasons will not be eligible for make-up classes or refunds.
(9) Participants who fail to meet the requirements for obtaining a completion certificate, except in cases of force majeure, will be restricted from applying for the program in the following year.
